The Universidad Internacional Iberoamericana "International Iberoamerican University" (UNIB) promotes the creation of scientific content through professionals, as well as inter-university collaboration for the production of academic material. That is why researchers Mirtha Silvana Garat de Marin and Roberto Marcelo Álvarez have collaborated with other professionals to present a social science study on Uruguay.
In the context of territorial development, the coexistence between Development Agencies and strengthened local governments has become a relevant and challenging issue. In which the UNIB researchers, Dr. Mirtha Silvana Garat de Marin and Dr. Roberto Marcelo Álvarez, have decided to focus their attention on the situation in Uruguay, where a decentralization process has been promoted and local governments have been strengthened in political and technical terms. The main objective has been to explore how Development Agencies can be sustained in an environment where they coexist with empowered local governments with local development policies. To achieve this objective, an analysis is made of the case of the Rivera-Uruguay Local Development Agency (LDA), examining its relationship with local government and exploring the experiences and challenges faced in the process of promoting development in the region.
Territorial development has evolved from a unidimensional perspective to a multidimensional approach that considers political, cultural, social, and environmental aspects in development policies. In this context, local development has emerged as a socio-political strategy to promote change from the territory, seeking to boost the productive efficiency and competitiveness of the local productive system. In Uruguay, Local Development Agencies (LDAs) have been implemented in different territories to promote development in coordination with local governments.
The study highlights the importance of establishing an effective coexistence between Development Agencies and strengthened local governments in Uruguay. Successful coexistence requires the clear definition of roles and responsibilities, avoiding the overlapping of tasks and objectives. It also highlights the need for a constant and effective dialogue between both institutions to ensure adequate coordination in the implementation of local development policies and actions.
