José Antonio Bazurto Roldán, researcher at the Universidad Internacional Iberoamericana (International Iberoamerican University) (UNIB), together with other researchers from the Universidad Europea del Atlántico (European University of the Atlantic) (UNEATLANTICO), designed and validated a research instrument to propose a project management methodology.
Over the years, methodologies for project design and management have become increasingly necessary in the public sector in Latin America. Following a plan that allows to have a complete vision of the technical and methodological factors of the project guarantees the successful execution of the project.
This study made it possible to determine a high level of lack of awareness about investment project management methodologies in the public sector around Latin America; there are also limited resources, a low level of execution and implementation of investment projects, and no system for prioritizing investment projects. Therefore, the purpose of this study is to establish guidelines that establish the application of project management methodologies as an alternative to improve investment efficiency in the public sector.
A research instrument has been, thus, designed and validated to make it possible to collect and manage information to systematically execute investment projects; this to obtain the variables that define the appropriate methodology for each organization.
It is recommended that this research instrument be applied in public institutions, as this will make it possible to compare results and broaden validation. The instrument has the format of an internally and externally validated survey, which makes it possible to analyze the correlation of variables to adequately choose the methodology to be used in the design and formulation of investment projects in the public sector.
